It authorizes dredging of no more than 25 cubic yards below the ordinary high water mark or mean high water mark in navigable waters, and it does not cover dredging in coral reefs, sites that support submerged aquatic vegetation, anadromous fish spawning areas, or wetlands, or connecting canals to navigable waters. It also requires that all dredged material be deposited and retained outside waters of the United States unless the district engineer separately approves otherwise. Districts add regional conditions on top — for example, requiring advance notification where submerged aquatic vegetation is present.

What public dredging costs actually show

The federal government buys dredging at $7 to $70 a cubic yard — a 10× spread on identical work.

Private dredging quotes are not published anywhere, so there is no honest national price-per-yard figure to give you. Public dredging is different: the U.S. Army Corps of Engineers buys it competitively every year and says what it pays. In its November 2024 Great Lakes Navigation Team stakeholder briefing, the Corps' Detroit District put dredging costs across Great Lakes federal harbors and channels at $7 to $70 per cubic yard. That is a tenfold spread on the same commodity, bought by the same customer, in the same region, in the same year — and it is the single most useful number on this page, because it is the honest answer to 'what does dredging cost per yard.' The reasons the Corps gives for that spread are the reasons your quote moves too, and there are five of them. Permit thresholds

Riparian owners on human-made impoundments have a separate general permit for up to 50 cubic yards a year for up to five years, limited to an eligible-waters list tied to watershed development. Anything that fits none of these goes to an individual permit.

Then there is the threshold that matters most for canals, coves, and marina basins, and it rewards paperwork rather than engineering. Wisconsin's previously-dredged-areas general permit covers up to 3,000 cubic yards — more than a hundred times the small-scale limit — but only if you can prove the area was dredged before. The DNR asks for verification in the application: previous permits, plans, photos, timeframes, or other documents showing the extent of the prior work. Two identical coves with identical sediment can therefore land in completely different permit lanes based on whether anyone kept the records from the last time. If you own canal or basin frontage that has been dredged before, the old permit in a file drawer is a real financial asset. Find it before you bid the job, not after.

Three more Wisconsin rules generalize usefully. First, a pre-application meeting with the DNR is required before submitting either a general or an individual dredging permit application — so the schedule starts before the application does, and the agency recommends you arrive with your estimated volume, method, and disposal plan already worked out. Second, contaminated sediment sampling is decided at that review under the state's sediment code, not by you. Third, and easy to miss: mechanical or hydraulic dredging may require a separate wastewater general permit to discharge carriage water or interstitial pore water — meaning the method you pick can add an entire second approval. That is a direct cost consequence of the mechanical-versus-hydraulic choice discussed above. Bank work follows its own line: grading is outside DNR waterway jurisdiction below 10,000 square feet of disturbance, needs a grading permit above it, and moves to the stormwater program at an acre.
